Need Help installing windows 8.1 64 bit

sup techies, so i have a cd. tho i dont have ANY cd drives. i only got a key. 2 PCs (one has windows vista 32 bit, one has no OS whatsoever . I need a legal way to boot this windows 8.1 on this clean PC. ive searched a bit and found nothing EDIT: i got an 8gig USB

You need to grab a disc image first, you can do that with ImgBurn: http://imgburn.com/

Hope your Vista machine has a DVD drive...

i said i dont have any dvd drives is there perhaps a way to boot it with just vista PC to USB and then to the fresh pc?
