can be paid (mum says she wants paid as its usually better)

oh should say its for your mum, it's a little unclear what you were asking for.

Elements is dumbed down and not as powerful, CC is the best with a lot of updates and is very powerful indeed

I've never used PaintShop, but that list is full of cheap programs, the OP is willing to spend the money on CC

I haven't built my PC yet, but I've never heard any bad things about it. People only praise its price and that's all I hear :P
