I'd grab something Intel and make use of the Quicksync render setting in OBS (G3258 and i3/5/7s have QuickSync).

Why dont you use shadowplay or game dvr?

For DOTA 2? Completely unnecessary.

FX is unnecessary for DOTA 2 when a Pentium Ann K edition would pump out 4.5ghz of Haswell IPC.

Right...? You're contradicting yourself here.

 

I fail to see your point. 

 

So if the Pentium K is sufficient why is the CPU recommended by yourself the 5820K when OP asked this:

Because you failed to see that the 5820k is the cheapest of the 2011-3 lineup, the OP asked for a cheap CPU to stream with, the 5820k would be great for this task.

 

I mentioned the Pentium as Dota 2 would benefit from the IPC and it's a very cheap CPU, find some benchmarks on streaming for it?

Well if one was to use the QuickSync render, which is enabled on the Pentium K (But not other Pentiums/Celerons) and the iX series. Then the streaming part is basically "CPU free" so any CPU with it that ran DOTA2 previously will see no performance hit. So Pentium is fine, which is why I've pointed out your 5820K recommendation isn't really what OP is looking for. And DOTA2 isn't a massively demanding game so his goal of 1080p45 isn't a task that requires 2011v3 :)

 

 

Otherwise one could use Shadowplay or GameDVR. Haven't tested those 2 myself though.

One a side note the G3258 uses GT1 based graphics I believe (Just called "HD Graphics", with no number designation), which is significantly weaker than GT2 (Or GT2e, difference is clock speed) used on the Core i series (HD4400). So that could impact QuickSync. Can't find any numbers for it though.

 

So it may be worth looking at i3 also.
