Maybe start by rather getting a silenced case like the Fractal Design R4 or XL (R2).

 

Also i'm not really sure about the CPU Coolers semi passive performance. (I use the Scythe Mugen 3, which can be used with a quiet ~700RPM in idle and moderate load, for my i7 3770k @ 4,2ghz).

 

In addition to that think about silent case fans like the Noiseblocker Multiframe S12 Series.

Want a quiet system? Don't overclock your cpu. The Xeon is basically a 0.1ghz downclocked 3770.

The Scythe can be lowered down to 300rpm and is very quiet.

The difference between 1600 memory and 2133 is unnoticeable but the 1866 g. skill is actually cheaper than the cheapest 1600 kit.

The Samsung 840 has a better capacity at a lower price and has better speeds.

Unlike the other capacities, specifically the 3TB WD Red has a thicker enclosure and is nearly silent and will not have rattling that the other capacities with thinner enclosures may have.

The 770 lightning has a great cooler and is quieter than the stock. You can even down clock the gpu or lower the fan speed curve for a nearly silent card.

The R4 is known for being  a great quiet case.

I'm not sure about the silent pro psu. There are more quiet (even silent) psus but they are $100+. Something like this: http://pcpartpicker.com/part/seasonic-power-supply-x850

I like the features on the sabertooth so Haswell it is ! Seing that the Scythe isn't compatible I chose a Noctua.

I went with a single SSD because (on my current pc , that i'm sharing ) i'm only using 340 GB or so.

The case , well seing that I really don't like how the R4 looks, i chose the phantom because of its fan modes.

And finally , with the monitor , that is about my limit so i cant spend on another PSU.

(also any recommendations for a wifi and bluetooth card or should I change Mobos ?)

You should probably go with a cheaper monitor. I don't see many people use touchscreen monitors for desktops simply because it's too much of a hassle going form keyboard to display unlike a laptop , where it;s actually quite practical to do so. 

It seems much cheaper to just get the ivy xeon with an ivy mobo and get a tp-link wireless pci card and a bluetooth adapter. It would do better than the 4670 anyway. 

Ivy i7>Haswell i5. The haswell motherboard is killing budgets. Most people look at ivy vs haswell to only see the price of the cpu and not the mobo.

Drop the Sabretooth, i have no idea why this gets recommended in builds.

It's is ridiculously overpriced for what it is, you can get away with the same board minus the "thermal garbage" for $100 cheaper.

I feel like the touchscreen would get the most out of win 8, I may be wrong but im trying this to change it up a bit .

About the processor : haswell didnt bring major preformance updates indeed but in the future intel will probably go with the same socket so again : Haswell it is ! (For now)
