Have you connected the cards with a SLI bridge?

this might sound stupid but is the sli bridge on properly?

Do you have something like a sound card, wireless card, raid card, or some other expansion card plugged into one of your pcie x16 slots?  If so try putting it into one of the pcie x1 slots and see if that works.  You could be eating up too many of the pcie lanes that are dedicated on the CPU.
