Amd downsampling help.

So I have been searching around for a way to downsample. I have seen cru and tried it out. it kinda works. I get a really fuzzy screen and parts of my screen glitch out. So can someone tell me what is wrong and how to fix it or an alternative to cru? Thanks in advanced  I have an r9 280 and an old hp 1730 monitor (Im getting a new monitor soon)

Ive looked at it and it seems that its upscaling but not downscaling. So does anyone know how to make it downscale?

I used to downsample the old school way on my gtx760, it was so easy. Just forcing a custom resolution through control panel. However, when I upgraded to my r9 290 its one of the tings I gave up. I tried using cru like you and looked up as many guides as I could but it looks like its too much trouble on amd cards. The only way you'll really be able to do it is if amd answers nvidia's DSR in a driver update. Fingers crossed.
