Low gpu usage and low fps

Could somebody help me please? My computer has been running league at 60-100 fps normally after I put it to sleep and tried to play again, it starts to play at 30 fps. This happened to me before and I would restart it and it would work again, but now it isn't. I checked my gpu usage and it is not even at 100%. Whats wrong with my computer? :C

What GPU are you using?

im using an xfx 6870

Have you overclocked?

just a tad in the beginning then decided not to

Reset the card to all its defaults and try launching LoL again.

It is at default, I overclocked a little in the beginning then put it back to default.

Are your drivers up to date?

Their might be a problem with the card.  You might have to RMA it.

Is the GPU working fine in other games..?

right now it went back to normal in league, but when I try to play metro last light it is unplayable. It worked earlier that day, but it stopped working after I just put my computer to sleep.
