black ops 2 broken as well as saints row 4

So recently and by recently i mean a month my installs of black ops 2 and saints row 4 have been broken to the point that as soon as they open they black screen and go unresponsive. I'm fairly certain that i've tried everything (verifying cache, re installing steam which worked for a short time then crapped the bed, re downloading the game running as admin re installing drivers etc so uh help.

was running on high but dropped it down to low well last time i played anyway.
