CPU overclocking itself

I have AMD FX-8320 3.5Ghz processor with CoolerMaster Hyper Evo 212 cooler and Asus M5A97 Evo R2 motherboard and my cpu is overclocking itself. I was wondering a long time why my cpu is getting so hot while surfing in internet, so i installed Cpu-Z and i saw that my clock speed is at 3,8Ghz even though ive not overclocked it? And one day i turned my pc on and while booting it just shutted itself off and when i tried to startup again it said "Overclocking failed.." Why is this happening? Anyway to fix this?

Is auto OC enabled in AI Suite/TurboV?

Boost clock?

http://www.ehow.com/how_7646933_enable-disable-turbo-core.html  follow this and disable turbo boost if you want to! overclocking never's hurts me!
