My build has been pushed back to the February so I decided to make the budget higher for the build.
The build has to be a $750 build max WITH a IPS monitor included because Tn panels are a little eh in my opinion and no APU's or Dual core processors like i3 or pentium anniversary.I live in the US by the way.

You're going to only have around $500 after the monitor, and with that budget you will have to go with low end components.

 

It would be best to go with something such as the pentium g3258 and a GTX 750ti or R9 270.

to get a i5 in this system you would really need to cheap out on a few other things. but i'll see if it can be done.

you don't need to buy an 250$ monitor.

You have 25$ left, you may want to change the case or mobo. I took an M-ATX mobo for if you want to change your case after a year or so.

He said it has to be IPS, and decent quality IPS monitors are not cheap.
