The bios. YOu can set your CPU fan speeds there

Are you running an AMD stock cooler? They run at 3000-5000rpm (sometimes more) and are rated at that because they're little 80mm fans that have to cool that ridiculous 125W TDP. Mine does exactly the same, but they're rated at it so it won't blow up or anything. Just save up for a decent cooler.
