My friend is building a PC within the next month with an i5-4460 and 8 GB of RAM. He does light gaming (Smite, Star Wars: The Old Republic, Guilds Wars 2) and he is looking to me for help on suggesting a graphics card for his build. He doesn't want to spend too much but doesn't necessarily have a budget in mind. He wants the cheapest card that he can play Guild Wars 2 (the most graphics intensive game he plays) on max settings at at least 60 frames per second. If you have any suggestions, they would be greatly appreciated.

Budget & Location

 

Budget is important for asking questions like this. 

 

We live in the United States and if I had to guess his budget, I would say at the most $175 but probably more around $100-150.

I was thinking about the 750 Ti myself. Another thing that I thought of, what wattage power supply would be sufficient enough? I know he doesn't need much but I don't want to suggest anything overkill either.
