Gameplay not smooth

Can someone help me?! Im experiencing the thing that linus is talking about at 5:40 (sometimes not always) What can i do to solve it? 

PC:

CPU: I3 3240 3.4GHz

RAM: 8Gb 1600MHz

GPU: ASUS R9 270x

in what games,and show a cpu & gpu usage when you feel that its hapenning

What temp is the card hitting and what does the fan profile look like?
