Unsecured connection problem

My mom had trouble with her dell computer getting stuck at POST with a 1-3-2 error beep code. The code means faulty memory so I replaced the memory with some other ones I had laying around, reset the bios and then it started up. I immediately backed up some of her documents and pictures but the computer is acting weird. It has windows 7 and the icons in the bottom right tool bar (before the date and time) don't work and there are some like extra blank spots. When you try to go on the internet it give a error that it is not secure, both on chrome and explorer with different home pages (google and yahoo). the code is the bottom on on this table https://support.google.com/chrome/answer/6098869?hl=en  with a similar one on yahoo. What is wrong?
