I'd actually go with the amd cpu. It has more cores and a higher clock speed. This will be better for intense applications like video and photo editing. If the amd one is too much, you could go for the next step down. If you don't want to overclock, then skip the water cooler, but don't go with the stock cooler. There are many great aftermarket coolers which are cheap. 

 

Don't forget you're going to need an os as well, and windows costs money. Although you could run hackintosh on your motherboard, except you're using an amd cpu. 

 

Edit: also do you need a blu-ray player?

Blu-ray player? yes, I've wanted to have one for a while.

I was not planning on overclocking because it has a decent clock speed out of the box. But thank you, I didn't know that I should not go with the stock cooler

No Problem. Vern's build looks great, especially since the gtx 970 is a much better card with less tdp than the 290, but it will cost a bit more with windows, whether you buy from an actual reseller of windows, or just get a cd key from somewhere like g2a.com

tbh, you can overclock the 8320 to 4.2Ghz at stock voltage. Heck, you might even get to 4.4(personal experience) with very little bump on voltage.

A touch over the budget. It improves things by using memory with much better performance and a better gpu. The cpu would have to be overclocked for optimal performace.

nope. If you go past 4.5Ghz then that's the time you need a H100i

Choosing a version of windows is personal preference. I have been using 7 for the last 2 years or so because I really didn't like the idea of an os build for tablets, but at the same time 8.1 brought a lot of improvements for desktop users. I don't have much experience with 8 or 8.1, but I bought a copy of 8 on g2a to test the service, and because I needed a copy of windows for a new build. Windows 8 comes with the promise of a free upgrade to 10 I believe which should be out in a year, and it actually looks promising. 

 

I guess the main difference for me is when I go into a build I put everything on the same list, peripherals, monitors, os all on the same list. So when people add build lists with a certain budget, that have a separate budget for the os, I am a little bit confused.

I normally put them on the same list, I just forgot to add the OS to the build. I'm just figuring in $100 on top of the hardware price.

You need to change the memory.

 

The Hyper 212 EVO will not fit in a SPEC--03 case. The cooler is 158.5 mm tall, the case only supports coolers up to 157 mm.

This is a bit late, but are these parts compatible (cpu cooler with case and ram). Also, should I go with the 8350, or stay with the 8320?

If you want AMD then look to get a good 990FX chipset motherboard. and a better / bigger rad cooler. would be a good start. oh and you are better with 1600mhz memory module kit,
