Really needing help

So I'm looking to get a second monitor. I'm wanting one at around 24" at 1920x1080. And under 5ms response time. I want a good one. I currently have a zalman MZ215ED and while its not a bad monitor its nothing great. I'm looking at around $150 and maybe a bit more if it offers something just absolutely amazing. 144hz would be awesome but I can't find one under $200.
