290X Gpu-z is this okay?

Are those specs right for my 290x or is it being bottle necked in some way by like the pci-e slot or something?

When being used my Pci bus interface goes to x16 v2.0

Also i'm on windows 10

That just means you have an older system that does not support PCIe 3.0. It's fully backward-compatible and modern cards aren't really limited by PCIe bandwidth anyway, so you won't notice any difference.
