Hey guys i own a Turtle Beach PX22, say playing a game with npc's to the right of me, the right cup is normal volume yet the other goes alot quiter, this happens in cut scenes also, is this normal? thanks

It's intentional. It gives the feall of the npc ACTUALLY being next to you.

Is there any way to disable the surround sound effect?

In-game you can turn change headphone mode off or to stereo or mono (if the game has the option). Otherwise, open your sound chips/cards/things control panel and look for option(s) like Virtual Surround, Headphone Virtualization, 5.1, 7.1, etc. and make sure they're off (or set to stereo or mono).
