The max safe prolonged operating temp is 62C I believe (I may be wrong). Just FYI, the 9590 doesn't have have much overclocking headroom if at all, the  9590 is already at its near limits. It's a highly binned and OC'ed 8350. Make sure to get a good cooler with it, because you'll need it.

I think you should clarify that only the R9 290 series are designed to go to 95C.

 

EDIT: But the OP did specifically ask about the 295X2, so nevermind.

I should have specified about the 290/290x chips but I didn't think about it since the OP was just asking about the 295x2 thanks for adding that but on though.
