So yesterday I started screwing around with custom themes.. I got Rainmeter, a skin for rainmeter called Tech A, and then a windows theme Appows Peek.  Since then I havent been able to download anything off any browser.  Chrome gave me the error of "Insufficient Permissions"  Firefox's download screen never even opened after I repeatedly clicked the download button.  And IE came up with the downloading thing, went to 100% and then nothing happened, and I cant find where it downloaded to if anywhere.  A problem may have been i messed with the Shell32.DLL file, backed up my old one, the new one crashed my comp but then I just replaced with the backup and I was fine till I noticed this.  The Chromes insufficient permission thing seems to be adding up, Ive had a few permissions problems with other things, but I gave myself full power to my Downloads folder, and full permissions on chrome itself and I still cant download.  AND it wont let me change the download folder.  I scanned with Avira and Windows defender to no avail as well. HELP.

try  turning ....UAC off

    Open User Account Control Settings by clicking the Start button Picture of the Start button, and then clicking Control Panel. In the search box, type uac, and then click Change User Account Control settings.

        To turn off UAC, move the slider to the Never notify position, and then click OK. Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation. You will need to restart your computer for UAC to be turned off.

 

i would say not to keep this off. its only to test .

you could try and do a  System Restore before you changed the Shell32.DLL file,

or try this

You may perform a System File Checker (SFC) scan on your computer. SFC tool scans system files and replaces incorrect versions of the system files by using the correct versions.

all so. i would check and write down the Version of your Shell32.DL file. to make sure if you replace it. you have the right one.

over writing it with a old or newer one could be bad
