Yes.

I'm guessing that machine was a Dimension E520? If so, then:

 

A blinking amber power switch LED means the computer is receiving electrical power, but an internal power problem might exist.

 
This can indicate a bad power supply

I'm also pretty sure that your computer also has diagnostic LED's on the front too(labeled 1-4), if so are any of those lighting up? Also its helpful to quote messages when replying so that we get notifications when you reply.

I don't see any diagnostic leds on the front

Nevermind i found the leds and only 2 and 3 are ligthing up

I don't think its the bios updating, because the manual says:

 

A possible floppy or hard drive 

failure has occurred.

You can try unplugging and plugging your HDD/DVD/Floppy drives to see if that fixes your issue(both data and power cables).

i tryed the @QueenDemetria suggestions and that didn't work .ALSO when i start my computer that power supply makes a "spark" sound

It sounds like you have a PSU failure which is why your power LED is flashing amber, and the 2+3 diagnostic LED's are from your drives not getting enough power I recommend not turning on your PC and unplugging it from the wall until you replace your power supply. I'm not sure if your PSU is proprietary or not, but a few Google searches should be able to tell.

 

Edit: Your machine uses a standard ATX power supply, so any with the right wattage will work.

Check with a different PSU if you have one lying around. It must be faulty if it's sparkling. What model and brand is it?

I do not have an powersupply lying around that I can use, and the PSU that's in my PC is RION MODEL: HP585D

The HP585D is 585 watts, but you could replace it with a 600 watt. If you have a multimeter you can test your PSU to verify that its dead, but if you don't the power failure LED and spark sound should be a good indication that its malfunctioning.
