They can make more money from a large userbase than from selling the OS to people who already own windows.

a small percentage of their revenue comes from users upgrading their OS, far more comes from OEMs pre-loading computers with Windows.

 

Bing has lots of features integrated into Windows 10, so they can make more money this way as well.

Bigger userbase...

 

Some think that MS wants people to forget Win8...

I think they're apologizing for Windows 8.

I think it would persuade more people to upgrade since it is free so they could concentrate more on the newest OS rather than what happened with XP where people are still using it even tough it is really out of date and even when they had opportunities to upgrade to 7 or 8 for really cheap they didn't do it.
