Yes, but you are hitting the limits of what the PSU can do. Is it one of their 80+ Bronze/Silver/Gold/Platinum units, or one of their low end units?

it also deppends on the connectors the cards have and what the psu has

 

i would highly suggest against it which is why i said no

According to the official GeForce GTX 980 specs page, the 980 draws up to 165W each. Two of them means 330W. According to some of the reviews, some of the higher models (ie Windforce) are going upwards of 300W each, so you'd be looking at around 600W for the two cards on maximum draw.

 

So, with that in mind, a 650W can work with a standard card, but likely not with one of the Windforce type models.

 

Also, make sure the 650W PSU you have includes a total of four 6-pin connectors to connect to two GTX 980s.
