Network: Problems with hardware?

      Hello. Problem occured couple days ago. Internet started disappearing. I have to restart PC to get it back going, but it tooks few minutes to disappear again. It seems if i download something(anything) it screws up even faster.

      Meanwhile my room mate's conection is fine. His conection only stops when mine does, and if I'm disconected from cable, internet works fine for him.

      If I remove cable it still shows as cable is connected.  
EDIT: I have reinstalled windows.

Laptop: Acer V3-772G  CPU: i5 4200M GPU: GT 750M SSD: Crucial MX100 256GB
Desktop: CPU: R7 1700x GPU: RTX 2080 SSD: Samsung 860 Evo 1TB
