GPU fan ramps up and computer won't start...most of the time.

So here's my problem, whenever my computer is turned off or the power goes out and I got to turn it back on everything works, sounds, and looks fine, except for the gpu fan, it ramps up to 100% and the gpu wont display on the t.v. and I know the system is working fine because I can hear the system booting up in my headphones and I hear the noise windows makes when it first starts. To get it to display on the t.v. I have to turn the computer on and off until the gpu fan isn't at 100% and it sounds normal. This is very annoying and it sometimes can take dozens of times before it works right, any ideas?

 

 

 

System info:

GPU Radeon 6870

CPU Athlon II X3 445

Windows 7 Ultimate 64 Bit

4GB of RAM 

It's on a cheap 700W PSU

Motherboard is M3N72-D Asus

I'd say it's your card. I'm not sure why that's happening, but sounds like its a card issue.

Have you checked that the TV is on the right HDMI/Display port input ?

Your best effort is the easiest thing to give to someone else..

Well, he did say this

It works fine after a few dozen times, according to him, so it's clearly not a monitor input issue.

Instead of talking to me about my suggestion..HELP him out..HE is the one requiring answers..  :)

Can you remove the 6870 GPU and use your on board GPU..?

Haven't tried on board but I switched it out for an old 9500 and i'm having the 6870 replaced , it was still in warranty.

Yes, im using it atm while the 6870 is being shipped back in.
