No power to peripherals

Ok, figured out it was an issue with Windows/drivers. Had to refresh my Windows install, but I've got the computer back up and running again. Seems weird that Windows just decided to commit suicide out of the blue. 

So I was just browsing, when my computer hangs. Upon rebooting, I ran into the problem that none of my peripherals (mouse, keyboard and monitor) are powered up. I post just fine, I get the single short beep that signals everything is detected and working. Then Windows starts loading. My keyboard and mouse power off, which is normal. But instead of powering back on and getting to the logon screen, none of the peripherals get power. Sometimes though it goes into "recovery mode", where the peripherals get power. Also, if I let the system just be there, my peripherals get short flashes of power (LEDs flash on and off).

 

I don't really have any idea where to start troubleshooting. I did run my CPU and GPU overclocked, but they were pretty conservative settings, and my temps were always in check. Also, I have been running without problems for 9 months or so. 

 

My suspicions are on the PSU, since it's power related. Anyone had the same problems or have an idea what is causing this?

CPU: AMD FX-8320 @4.1 GHz 1.26875V

Memory: Crucial Ballistix Sport 8GB (stock settings)

Mobo: Asus M5A97 EVO R2.0

GPU: Club3D R9 280X @1125/1525

PSU: Corsair CX600M

Cooler: CM Hyper 212 EVO

Storage: Kingston V300 120GB SSD + WD Blue 1TB

OS: Windows 8.1 64-bit

Have you tried unplugging every usb and plugging it back in? Testing the stuff that isn't working on another computer to see if they work there?

Have you tried using different USB ports?

Do any of your other motherboard i/o ports work? It sounds like a driver issue that may be due to windows.
