also he says he has a amd sempron processor LE-1200 2.10 ghz would that be a huge bottleneck? My guess would be yes but im not sure

Yes that's an ancient single core processor, he will absolutely need an entire platform upgrade.

The bottleneck would be pretty bad. A cpu upgrade would be highly recommended. 

As for the gpu, the 7770 is arguably the best bang for your buck gpu right now.
