How to decrease cas latency by decreasing frequency

depends on your ram, either could work... not really worth the time spent in my opinion, ram stability testing takes some time.

Do you have a specific reason your looking to lower your CAS latency?

Also are you aware that a higher latency on higher frequency ram can be faster than a lower latency on lower frequency. For example CAS 9 on 1600 is slower than CAS 10 on 1866.
