Cant shrink volume

1 problem - I can only shrink 6 GB of c drive and there is still 90 gb free.

2 problem - Shrinking e drive it says "the parameter is incorrect".

How much time it will take? After i wrote shrink desired 60000(60GB) this "_" Flashes under my typed command. Can play games of that partition wich i am trying to shrink?
