I'm helping my friend with a build. He wants to be able to stream games at 60+ FPS but doesn't really care how it looks. His budget is $1,200 so this is what I came up with. I'd go with an H series 97 board. You don't have an unlocked processor so you can't overclock, thus the Z series boards have less to offer at a higher cost.

Do you really need an optical drive?

I'd go with a WD Green drive, or a Seagate Barracuda.

Skip the water cooler since you can't overclock, and put the money saved into a higher capacity SSD.

Get atleast the 600W version PSU its only a few bucks more... And keep in mind that the Z87 board will need a bios upgrade to work with that CPU. Easier to just get a Z97 or better yet H97 since it's the non-K CPU.

If your friend is only gaming drop down to an i5-4690K which can be overclocked, that way you can add a bigger SSD or HDD

Psu is a bit overkill isn't it? but besides that if OP's friend can afford to get a 980, I think this build with a smaller wattage psu and a 980 would be good
