Its because its too taxing on your GPU to keep pushing 60 fps, it just can't maintain it.

it's not like I'm running it on high resolution or some think like that I'm running it on 1366x768 and while having normal 60 fps the GPU usage isa about 30 ~ 40 %

That if I understood your reply correctly :D

Are your cpu cores parked?

Did you disable physx?

Did you disable tressfx(tomb raider)?

In Borderlands 2 it happened because of Phyx, turn it off completely. In Tomb Raider, maybe cause by TressFX?

First I need to understand what is the meaning of CPU cores parked to answer this

Physx isa disabled ( low by default and grayed  )

I don't remember much about tomb raider setting I finish it long ago

What about when it drops? What is your GPU and CPU sitting at?

CPU one is in 80s and others don't go above 50s

GPU at 60 FPS it's usage about 40~50 % so when frame drop happens I don't feel any difference

How to turn it off completely !? it's grayed by default

In borderlands 2 just set it to low.

Just do this:
