White noise on white.

I recently installed windows 8.1 and since then all white parts (chrome, IE, FF, explorer basically anything white) has what i can only describe as TV white noise.

 

I have tried changing colour profile but that didn't work and i cant find anything in the monitor options.

are you connecting it via HDMI? try moving the cable around while closely watching the monitor, see if you can detect any changes, I've seen faulty HDMI cables cause this kind of issue.

I changed pixel format from YCbCr 4:4:4 to RGB 4:4:4 in CCC and that fixed it :)
