500$ With an OS is a hard one. Don't expect BF4 on ultra with a budget like this.

here i chose a pentium because if its just minecraft it you won't need much more and it will be able to run alot of game at 1080p on low to high depending on which game if it has a decent gpu which is a gtx 750 ti evga ftw acx i grabbed an optical drive because i didn't know if your friend will need one and i grabbed 4gb of ram because it will be fine for the time as long as your friend doesn't play games like bf4
