If you want to overclock you need the 4790K. There are cheaper cases out there that are better but it's your build.

However, I would reccomend an 80+ Gold rated PSU at that point. Something from Corsair or Seasonic should do the trick :)

I would suggest getting the i5-4690K or i7-4790K cpu. An i5 if the system will mostly be used for gaming, otherwise the i7. K model cpus allow for overclocking on Z97 motherboards. Non-K models do not.

 

I would suggest either getting a DDR3-1866 HyperX Fury memory kit, or another 2x4GB DDR3-1600 memory kit with CAS 9 or better timings.

The psu is far larger than required, even with dual GTX 970. A 650W unit will handle the job with power to spare.

Would I be likely to see any improvements (I plan on buying a nvidia shield, 3 Monitor gaming and also Oculus rift dk2

An unlocked cpu accompanied by an aftermarket cpu cooler would allow one to overclock the cpu getting better performance. If you have no intention of overclocking then you could go with an H97 motherboard. The i7-4790K is the highest clocked Haswell cpu available.

 

The difference with the suggested memory will be minor in gaming. It does make a difference with memory intensive applications.
