I want to overclock my HD4600 igpu with Intel Extreme Tuning Utility, what voltage should I use for lets say, 17x ratio?

Easy.

I have 1.24v set as igpu vcore, heard some boards didnt like more, so that 1.25 was my max, even tho I did test futher later on...

However can only get 1650mhz stable.

1750 Freezes Windows, 1700 Works in Windows, but not in Games.

1650mhz Sweetspot.

No matter how much extra voltage I throw at it, it will not be stable above 1650mhz.

Paired with my 2133mhz memory it gets a nice boost.

I've been playing BF4 multiplayer 64p with ease!

Over clocking iGPU's is generally a not a good idea because they can overheat A LOT, but if you have good cooling then...

still don't do it

They don't overheat a lot.

My HD4600 sensor when OC'd tops out at 61*c after a whole match of BF4.

Your welcome, I have a 290 in RMA status, so I was in a similar boat of not needing/requiring/having a dedicated gpu onhand to use in the meantime.

Was surprised when I tested my range of Games, sure its at a VERY VERY low res, but its PS3/Xb360 style graphics @50fps+ with PC like features. (Higher Texture quality, and better/bigger maps on PC)

Not too bad when it's considered a potato by everyone who hasn't used one for Gaming.

Okay I believe you, since you and me live in Australia where it's hot as f*** one day and vice versa

^I'm cooling CPU with a Hyper212 Single fan @ 800rpm. CPU doesn't get hot enough to my set temp of 65*c so it never spins faster either.

As far as temps go,..the CPU does so well doing all the work running/rendering/quicksyncing and rarely gets above 60*c @ those low rpm's.
