Firstly it's easy to tell the difference when in a game but to make sure I was using nvidia drivers. When out of games again i can still tell if I move something around on the screen fast. As soon as I tab out of whatever was on the other screen it returns to normal.

Maybe your graphics card is splitting the bandwith between 2 monitors instead of 1. Which graphic card is it? And how had connected the monitors? Both in the dedicated gpu or 1 in the igpu? ( or both in the igpu and you don't have any dedicated gpu?)

 

Maybe you need to bring us more details about your computer.

Okay,

 

Probably not the issue but it is worth a look nevertheless: Have you checked what your monitors are set to refresh at within windows?

 

0. Start by launching an application that you know causes the issue on one of your screens.

1. Right click on the desktop and select 'screen resolution'.

2. Click on the monitor that you want to check and then press  'Advanced Settings'

3. Select the 'monitor' tab in the window that pops up and make sure that the screen refresh rate is set to 60Hz

4. Repeat for the other monitor.

 

It's worth trying this with both configurations of monitor (the current one plugged into the HDMI, plug it into the DVI. and vice-versa)
