Reboot and Select proper Boot device problem

So I just built my new gaming pc and I was about to install windows with my usb but I cannot get into the bios.

 

Please help me, it's urgent.

When I turn my pc on, it automatically goes the a black screen with a ''Reboot and Select proper Boot device''

i had that, you may not have the usb device formated for installing operating systems correctly. as for the solution: i cannot remember and it was really iffy

the problem is that I can't even get to the bios, it won't let me.

 

and btw when i first boot it up, i got the bios center message but i restart it and i couldnt go back anymore
