When I'm playing some games, my clock speed goes up to about 1250mhz, but there are some instances when the clock stays at 915mhz (stock clock speed) even when the game is demanding more.  There have been times when the clock is at stock and I'm only pulling about 40 FPS. Is there a way to lock the clock speed up to a high speed to i get all of the horsepower all the time? I use MSI afterburner currently to overclock.

What temps?

It hangs out at about 60 C
