If you have Windows update set to install updates for device drivers as well, you will need to uninstall the old drivers and make sure to remove the files for them.  Windows stores the driver and when you try to install a new driver it recognizes that the one in the cache is "newer" and won't install the real driver.  If that doesn't work your NIC might be dead.

The new driver auto uninstalled the old one. That still didn't work but restoring to a previous update seemed to fix it. I appreciate the help though.
