twitch tv playback lag?

Not sure whats going on it just started happening last night. I am on a freshly formatted computer as well, could it be a hardware issue or something?

when i watch streams on my laptop which has worse spec it is fine.

 

I attched the screenshot of the video player stats. it justkeeps dropping fps randomly and very unwatchable.

Perhaps it's a temporary thing with your ISP, I'm on a 100/100 connection, and sometimes I experience lag as well when watching Twitch streams. Or perhaps the issue is entirely with Twitch's servers, and will resolve itself briefly.
