Windows 7 bootloop

Weird, it booted from the USB stick but it took an hour to do so.

On my friends laptop, when trying to boot into windows 7, it just stays on the windows logo forever. When trying to so a clean install from a USB drive, it says "Windows Is Loading Files..." and then goes to the windows logo and does the same thing.
