You are probably talking about Radeon rewards, yes?  I had the instructions emailed to me along with a code.  It should tell you what to do.  Yes, they will be steam keys.

When you purchase your graphics card, I think it goes to the provided email.  The code is not physically in the box with the card. (This was what happened when I ordered from ncix at least)

I haven't ordered the current one but I got a code for the last two promos, the never settle one (with Thief etc.) and the BF4 one, both times when I bought the GPUs they gave me a scratchy card which revealed a number then you go to the AMD site on the card sign up with your email, enter your code and they email you the Steam keys. If you choose an unreleased game you get a confirmation email and the code comes later when the game is released.

You need to redeem the coupon code here. They will send an email for the game codes which you can redeem thru steam/origin/uplay.

For me it came with the card, it was a physical scratchy, you redeem the code on that at the AMD website to be able to select your games then they email the Steam codes for your selected games.

Usually your seller will include it with your card/receipt. Some unethical seller will keep the coupon and sell it separately or some even bundled it with Nvidia card.
