So I'm planning out my build on Pc part picker and I'm getting a 4690K and a 8gb kit of 2400mhz corsair vengeance pro RAM. But on PC part picker it says that since the RAM is 1.65v it exceeds the 1.5v limit of the Haswell refresh CPUs and that it will run at a lower clock speed. Is this true?

I'm pretty sure that Haswell refresh does support memory voltages over 1.5V, but pretty much with any board/socket, when you first boot the system, the memory will run at safe settings (1333MHz). You'll need to manually go into the BIOS and enter the frequency and the voltage that is written on the side of a memory stick.
