Is it possible to create a user that doesn't have your programs and desktop?

I've been trying to create a user that doesn't share the same desktop as the administrator, since I don't want my brother to be playing my Steam games.

Or am I just being retarded and there is an obvious way to do it that I have not realized? I remember doing it in Windows 7, but Windows 8 screwed it up for me. To be more precise, Windows 8.1.

Any help?

um yeah it's really easy just make a new user. and only download steam on the admin account. they're (the games) linked to your account so even if he wanted to play them he'll need your passkey.
