An "OEM" stands for "Original Equipment Manufacturer. 

 

The Windows 7 OEM is for system builders and not meant for upgrades. (Against Microsoft Terms & Conditions)

OEM stands for original equipment manufacturer, so Windows 7 OEM might be found preloaded on a laptop, or prebuilt desktop computer.

OEM as a product is tied to a machine and is ment to stay on the same PC till either the OS or system become obsolete/die according to the Windows EULA. You can use the key more than once but it is intended to stay on the original system. (With all of this said they can not really prove anything >.>)
