Is this legit? Lipstick & toothpaste viable options for thermal paste?

It's from this article at the bottom (Can't copy pic, says it's a crime lol). When I say viable, I mean in case you don't have any thermal paste around... does this actually work?

Also, it mentions no thermal compound at 62 C, that's a ridiculously high temp for what I assume is idle, but would the PC even turn on at that point?

I don't see how people get so amazed by this. All thermal paste is meant to do is aid in the transfer of heat. Other things can do that too..
