As far as I'm aware you only need to connect the 8 pin connector. The extra 4 pin is, more than likely, for extreme overclocking.

That is my idea, I wanted to get the i7 4790K to 4.6 ghz and overclock my GPU as well, but if I don't have it... Can I still get a good overclocking with only the 8 pin?

 

Can I connect those 4pin side by side like they were an 8 pin?

Yes you can put them together to make 1x 8 pin.
