overclocking help

I have an i5 4690k and gigabyte z97 ud5h,

 

The cpu is at 4.5 gHz and 1.151 vcore however while stress testing (tried ibt and prime95), according to cpu-z, the multiplier drops back to 35.

 

Tried upping it to 1.2 v but that didnt help. 

 

Is there some other setting I need to change?

I have the h100i and the the cores get into the mid 60s with ibt on very high

I reset the bios to optimized defaults and then redid the overclock and now its staying at 45.
