If you have read the title then you know most of what I want but the real catch is that I need it to pick up my voice but not my noisy fan or people talking nearby. I am willing to spend more then 100 USD but I would prefer not to.

 

Its a little bit more but the AT2020 is a great mic!

also I cant use a headset mic like a modmic

You can mount the modmic anywhere but yea, AT2020, Blue Yeti, snowball all work

It also picks up everything unless the microphone is extremely close and on low gain.

Pretty every Large Diaphragm condensers has that trait. Some handle it better than others, but you should try getting the gain as low as possible whilst still being able to hear the user clearly. If someone really has a big issue with a Microphone picking up a lot of background noise, a Dynamic will serve their purpose much better.
