Get an unlocked processor and a cheap after market cooler. You will regret it later

I'd suggest a GTX 750 ti or 760 over the 650 Ti.

Also perhaps get a different case, and get a power supply from corsair, seasonic, silverstone, or evga.

 

Maybe also a 1080p monitor instead of the 1600x900.

Here's the rationale:
CPU: It's not an unlocked CPU sure but it's a fair chunk cheaper and the *vast* majority of games are not CPU heavy. Plus it's still a quad-core. Stock CPU cooler because $$$
MoBo: Again, not Z97 and that saves you a bit. But in the end I didn't save anything here because I went for the m.2 slot
Memory: 2x 4GB > 1x 8GB
Storage: I can live with 256GB because I have other storage. You might be different. Plus if you're spending that much? You need to fit an SSD in there
GPU: R9 270 is a nice sweet spot. The majority of games you throw at it will run at a decent framerate @ 1080p. Still, if you're going to spend more spend it here.
Case: I like this case plus your mATX now. So it's a good pick IMO. If you're going to go cheaper do it here.
PSU: A quality PSU, fan will turn off when the load is low, plenty of headroom for this build.
Monitor: Now your monitor will be floating around for a lot longer than every other component. Go IPS because IPS, don't go ridiculiously small. Don't cheap out here.

As I said, if it was mine I'd spend more on the monitor, get a nicer case and buy a PSU that was reliable. Plus I don't know what you've done with your list because when I click on the link it's automatically $100US more than the price you've come up with. Which in turn is $100 more than the one I came up with. Of course your list has a nicer GPU! So just do what I said, drop an extra $100 on the GPU. Get the shiny crap, good brands AND the 770.
